"The punishment for Tsang is a purely legal issue, not a political one. But the problems in Hong Kong are all about politics," said Zhang Dinghuai, deputy director of the Center for Basic Laws of Hong Kong and Macao at Shenzhen University.

"The next chief executive will still face difficulties in handling the relationship between the Chinese mainland and Hong Kong, because if the chief executive favors Beijing (on an issue), opposite voices will also emerge Christian Djoos Capitals Jersey ," Yin said, adding that anyone who takes the position needs to strike a balance between the different voices in the mainland and Hong Kong society.
Moreover, the top official should also balance various views within the SAR, considering that two distinct voices emerged after the Occupy Central movement in 2014 - those supporting Beijing government and those backing "Hong Kong Independence," Yin said.
Zhang said that the recent sentencing of seven police officers for kicking and punching an Occupy Central movement supporter throws light on the Hong Kong problem.
